TVET in Mongolia

Policy and Strategy Development through Enhancing Stakeholders Participation


The national seminar "Policy and Strategy Development of VET through Enhancing Stakeholders’ Participation in Mongolia" was executed by the UNEVOC Centre of Mongolia in collaboration with the Ministry of Education, Culture and Science, Ministry of Labour, Association of TVET educators and other stakeholders (Ulaanbaatar, 4 – 9 July 2005). Forty-three experts from 27 relevant ministries, vocational education schools, private training institutions, employers’ federations, professional associations and national enterprises, as well as five representatives of foreign investment companies and donor and international organizations took part.

UNESCO–UNEVOC supported the execution of the activity through technical inputs and a small grant. The inputs included advice on the programme, preparations, reporting and a several interventions during the seminar whose major piece was a presentation on the Revised Recommendation. National dialogue on TVET and skills development in general was engendered.

Recommendations on improving TVET and stakeholder participation in TVET were produced for compilation and handed to the Mongolian government through the newly created joint working group of representatives of the Ministry of Education, Culture and Science and the Ministry of Social Welfare and Labour (established at the meeting). The “National Council” was recreated, consisting of a larger number of private sector organisations to enable the participation of stakeholders at different stages of TVET policy and strategy development and implementation. UNESCO recommendations on social partnerships were disseminated, and their possible application was explained.

There was much appreciation of the support of UNESCO–UNEVOC in facilitating the dialogue among the stakeholders. No less important is the fact that the participants left the seminar knowing more about the role of UNEVOC-UNEVOC and UNESCO normative instruments and their value.
