The National Council for the Federal Network of Vocational, Scientific and Technological Education Institutions (Conif) was created in 2009. Conif assembles the group of federal institutions of Vocational, Scientific and Technological Education of Brazil, presents in all federation units. It is a place for discussion, proposition and promotion of development policies to professional and technological training, research and innovation.
Besides thirty-eight federal institutes, two Federal Centers of Technological Education (Cefets, in Portuguese) and Pedro II School integrate the Network that, in the last years, had a significant process of expansion, with investments bigger than five billion (R$) between 2011 and 2015. The numbers jumped from 140 schools and 160 thousand registers in 2002 to 644 learning units, one million registers, around 60 thousand servants (teachers and administrators) and about 20 thousand research and technological extension projects all over Brazil.
The institutions have the social commitment to offer excellent free public vocational education to young people and workers, from the country and the city. Articulated with local productive arrangements they enable the effective access to scientific and technological achievements, through the offer of vocational qualification in several areas of knowledge; promote applied research and innovation; act strongly in the technological extension; cover several levels and modalities of vocational education, from the basic to graduate school, including teachers’ formation, based in its own educational project.
Politically and administratively, Conif acts as an instance to the debate and the defense of a public vocational and technological education conception.
As a representative entity of the Federal Network institutions it acts with different society’s representations, Legislative Power and, frequently, helps the Ministry of Education (MEC, in Portuguese) in the planning of actions and projects destined to the evolution of Brazilian vocational education, effectively participating of the articulations to the creation of the Federal Institutes (Law n 11.892/2008).
To strengthen the Federal Network Institutions, through articulation and political representation, in benefit of Vocational, Scientific and Technological Education – free, public and excellent with socially acknowledged quality.

It is responsible for leading and supporting the Network, besides working continuously for improvements in infrastructure and labor conditions to the public workers, with the objective of maintaining the recognized learning excellence attributed to the institutions, which offer free vocational education in several levels and modalities.
The Council also promotes strategic and effective actions to strengthen the internationalization of the EPCT Network, narrowing relations with other countries and solidifying technical cooperation.

This Promising Practice describes a programme in Chile targeted at the young, low-income, poorly educated population (hence why the name Joven – ‘young’ is used in countries such as Argentina, Peru, Colombia, Uruguay and the Dominican Republic). In most cases, the programmes introduce targeting tools or eligibility criteria that limit service provision to the more disadvantaged youth, including age, being unemployed or underemployed, and not being enrolled in the formal school system.
