Youth Skills for Work and Entrepreneurship

Sub-regional Forum on Technical and Vocational Education and Training in Eastern Africa

On 16-18 March 2016, over 50 delegates and partners exchanged views on experience, expertise and good practices during a regional forum on technical vocational education and training (TVET) organized by the UNESCO Regional Office for Eastern Africa, in partnership with the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training, the Seychelles National Commission for UNESCO and the Ministry of Education of Seychelles. The forum was attended by 13 Countries (Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, South Sudan, Tanzania and Uganda), six of which were UNEVOC Centres (Eritrea, Ethiopia, Mauritius, Nigeria, Seychelles, Tanzania). UNESCO-UNEVOC was represented by Mr. Jens Liebe, Consultant, who presented the strategy and activities of UNESCO-UNEVOC, discussing ways to enhance dialogue and cooperation in TVET regionally, and further engaged with the participating UNEVOC Centres.

Focusing on TVET and on youth skills for work and entrepreneurship, this forum was the first regional consultation in Eastern Africa in support to the new 2030 Education Agenda. Debates focused on three priority areas: enhancing institutional capacities to promote employment intensive growth; enhancing youth skills and competencies for employability, entrepreneurship and business creation; and promoting job creation and enterprise development through public-private and private-private partnerships.

The participants concluded the forum identifying six recommendations for regional cooperation and discussed a draft action plan to be further elaborated. The six recommendations, referred to as the 'Mahe Process to strengthen TVET in Eastern Africa', include:

  • developing quality assurance mechanisms;
  • enhancing the quality of TVET teacher training;
  • strengthening the teaching of entrepreneurship, basic and generic skills in TVET;
  • facilitating transition to self-employment;
  • developing and strengthening partnerships with the private sector; and
  • developing and strengthening funding mechanisms for youth enterprise start-ups.
