The UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training, in collaboration with partners in the UNEVOC Network, is engaged in promoting learning and innovation in technical and vocational education and training (TVET), paying close attention to changes in the way TVET is planned and practiced to make it more responsive to societal, economic and environmental needs.

With its direct link to labour markets, there are high expectations of TVET systems around the world to reinvent themselves. However, keeping pace with these evolving demands poses a challenge when using a ‘business-as-usual’ approach.

Innovation represents a substantial change in the way TVET is practiced to make it more relevant to evolving global demands.

Innovation to promote excellence and inclusion in TVET is evident in some countries. Yet, it has not been mainstreamed in institutional systems and practice. In this context, UNESCO-UNEVOC is organizing a Global TVET Learning Forum to explore new thinking behind innovative practices and scalable solutions. The UNEVOC Global Forum will facilitate discussion on these issues whilst offering a platform for peer exchange, policy learning and concrete steps for designing innovative practices, projects, products, and solutions that promote quality, excellence and inclusion in TVET.

The United Nations Sustainable Development Agenda 2030 identifies TVET as one of the key action areas in pursuit of the Sustainable Development Goals for Education, and Decent Work and Economic Growth. With this in mind, efforts linked to achieving SDG4 and SDG8 need to be complemented with strategies that adapt to new demands and disruptive changes brought about by rapid technological evolution and climate change. The impact of these strategies, combined with success in economic, social and environmental spheres, define the new future of work where human-machine learning interface becomes critical and a new mix of competencies and talents are in demand.

As TVET adapts itself to the impacts of significant social, environmental and economic disruptions, innovative practices have emerged with great potential to rejuvenate the future of skills development.

While Member States and other actors, including UNEVOC Network members, have made significant strides in prioritizing their actions towards achieving the SDGs, these efforts have not been sufficiently effective or systemic enough to make a significant impact for the 1.8 billion young people in need of resources and opportunities to access decent work, improve their lives and contribute to their communities.

The UNEVOC Global Forum seeks to address these challenges and draw insight from the ongoing opportunities and future developments to inform the review of UNESCO's Strategy for TVET (2016-2021) and UNESCO-UNEVOC's Medium-Term Strategy II.
