Digital competence frameworks for teachers, learners and citizens

These pages are dedicated to defining and discussing the digital knowledge, skills and attitudes viewed as inherent to being digitally 'competent'. There are two main components to this work:

1) a database of digital competence frameworks. This database provides a global reference point for information on how digital competencies are being defined for citizens, learners and educators through the use of competence frameworks. The content is relevant to all types of UNEVOC Network members (national and international policy-makers, researchers and practitioners).

Digischool: The Digital Literacy Programme

The aim of this programme is to impart the competencies required for the 21st century economy in Kenya.

BACKGROUND: The Digital Literacy Programme was introduced by the Government of Kenya to integrate technology in teaching and learning in education. This programme was one of the highlights of the Jubilee Party Manifesto before the election.

SUMMARY:

The programme has four main components: (1) Improvement of ICT infrastructure; (2) Development of digital content; (3) Capacity building of teachers; (4) Procurement of ICT devices. Digital literacy is a core competency of basic education and is integrated in all

pre-primary education subjects. "Apply digital literacy skills for learning and enjoyment" is a learning outcome in early years education. "Apply digital literacy skills appropriately for communication and learning" is a learning outcome for Middle School. Digital literacy is incorporated into social sciences pathway and selected secondary school subjects. It is also integrated into all subjects at vocational level and prevocational level. "Apply digital literacy skills for learning and enjoyment" is a learning outcome at prevocational level and intermediate level for special education needs.

ADDITIONAL INFORMATION: As part of the programme, learners and teachers in primary education are entitled to a tablet. The implementation of this project is in three phases: phase I targets young learners of grades 1 to 3, phase II targets learners of grades 4-6 while phase III targets advanced learners of grade 7 and above.
