Digital competence frameworks for teachers, learners and citizens

These pages are dedicated to defining and discussing the digital knowledge, skills and attitudes viewed as inherent to being digitally 'competent'. There are two main components to this work:

1) a database of digital competence frameworks. This database provides a global reference point for information on how digital competencies are being defined for citizens, learners and educators through the use of competence frameworks. The content is relevant to all types of UNEVOC Network members (national and international policy-makers, researchers and practitioners).

National Digital Literacy Mission (NDLM) Scheme

The National Digital Literacy Mission (NDLM) Scheme has been formulated by the Ministry of Electronics & Information Technology, Government of India to impart IT training including in rural areas. Eligible households can nominate one person from their family and the selected person gets enrolled under this programme in a nearest training centre.

BACKGROUND: The Prime Minister of India’s plan is to make one person in every family digitally literate, reaching about 40% of every eligible households. It aims to bridge the digital divide, targeting the rural population and marginalised societal sections in rural areas, such as scheduled castes, scheduled tribes, minorities, people below the poverty line, women and disabled people.

SUMMARY:

This scheme incorporates two levels of training:

  • Appreciation of Digital Literacy (Level 1) intended to make a person IT literate, so that they can operate digital devices like mobile phones, tablets, etc., send and receive emails and search Internet for information. This training will be provided over a total of 20 hours. The titles of the modules are: Introduction to Digital Devices; Operating Digital Devices; Introduction to the Internet; Communications using the Internet; Applications of Internet.
  • Basics of Digital Literacy (Level 2) intended to improve IT literacy by training to effectively access the various e-Governance services offered to the citizen by the Government and other agencies. This training is provided over a minimum of 40 hours. The titles of the core modules are: Introduction to Digital Devices; Operating Digital Devices; Accessing Government Services; Safety and Security in Digital Technology. The elective modules include: Word-processing; Spreadsheet; Presentations; Basic use of Multimedia; Introduction to the Internet; Communications using the Internet; Applications of Internet.

    ADDITIONAL INFORMATION: Independent external evaluation of participants’ skill development is undertaken by a range of national level certifying agencies. The training programme is available in the 22 scheduled languages of India, apart from English. The programme is also provided on a downloadable app and can be used by the programme participants when needed. Illiterate people can access the programme via audio visual based content, which is to be developed.
