Digital competence frameworks for teachers, learners and citizens

These pages are dedicated to defining and discussing the digital knowledge, skills and attitudes viewed as inherent to being digitally 'competent'. There are two main components to this work:

1) a database of digital competence frameworks. This database provides a global reference point for information on how digital competencies are being defined for citizens, learners and educators through the use of competence frameworks. The content is relevant to all types of UNEVOC Network members (national and international policy-makers, researchers and practitioners).

Skills Future - Skills Framework for Infocom Technology

The Skills Framework is an initiative developed by the Government of Singapore to promote skills mastery and lifelong learning. It provides useful information on: sector information; career pathways; occupations and job roles; existing and emerging skills; and training programmes for skills upgrading and mastery.

BACKGROUND: The framework was developed jointly by SkillsFuture Singapore, Workforce Singapore, the Infocomm Media Development Authority, industry associations, education institutions, training providers, organisations and unions.

SUMMARY:

The framework contains information on trends, career pathways, occupations, job roles, skills and competencies and training programmes. Specifically, the framework refers to:

- Sector Information: provides information on the framework and information on trends and workforce profiles in the sector;

- Career Pathways: show the possible options for vertical and lateral progression for advancement and growth. There are eight tracks: Cyber Security, Operations and Support, Infrastructure, Data and Artificial Intelligence, Strategy and Governance, Software and Applications, Sales and Marketing, and Product Development encompass a total of 128 job roles;

- Skills Maps: this covers 128 job roles referred to above, and includes critical work functions, key tasks and skills and competencies aligned to the eight tracks. Skills and Competencies: skills and competencies identified for each of the job roles fall under two broad classifications: (i) Technical Skills and Competencies, and (ii) Critical Core Skills (previously known as Generic Skills and Competencies);

- Training Programmes: this provides a way for systems support to acquire the skills and competencies required for various job roles.

ADDITIONAL INFORMATION: The Skills Framework was developed in 2015 but was last refreshed in 2022 to keep pace with latest industry trends in Product Development.
