Digital competence frameworks for teachers, learners and citizens

These pages are dedicated to defining and discussing the digital knowledge, skills and attitudes viewed as inherent to being digitally 'competent'. There are two main components to this work:

1) a database of digital competence frameworks. This database provides a global reference point for information on how digital competencies are being defined for citizens, learners and educators through the use of competence frameworks. The content is relevant to all types of UNEVOC Network members (national and international policy-makers, researchers and practitioners).

ETF READY Model

The European Training Foundation's READY model (Reference model for Educators' Activities and Development in the 21st century) offers a structured way to identify the professional practices and development needs of the 21st century educators.

BACKGROUND: The model was piloted in two leading high school chains in Israel in the first three months of 2022.

SUMMARY:

The READY model is composed of six domains of professional activity that characterise the 21st century educator. The six domains area:

- Learner driven;

- Adaptability and initiative;

- Sustainability and inclusion;

- Collaboration and engagement;

- Lifelong learning and reflection;

- Digital technologies.

Since educators work in different contexts, it is possible to add specific domains of professional activity and practices (context specific domain). Each of the six domains of professional activity has a corresponding set of professional practices, and these amount to a total of 22. Core descriptors are provided for each of these professional practices to demonstrate how these can be implemented in reality. The model has a total of 73 core descriptors.  

ADDITIONAL INFORMATION: Users are encouraged to adapt the model in ways that best suit the organisations' needs and to make it their own. Some suggested changes include: - translating the framework to the national language; - changing terminology used in one's own context (e.g. students / learners; teachers / trainers); - adding, merging, re-ordering/shuffling domains, professional practices or descriptors; - adding examples from own context to showcase specific practices; - adding to or improve definitions provided in the glossary; - linking specific domains or practices with professional learning opportunities.
