Digital competence frameworks for teachers, learners and citizens

These pages are dedicated to defining and discussing the digital knowledge, skills and attitudes viewed as inherent to being digitally 'competent'. There are two main components to this work:

1) a database of digital competence frameworks. This database provides a global reference point for information on how digital competencies are being defined for citizens, learners and educators through the use of competence frameworks. The content is relevant to all types of UNEVOC Network members (national and international policy-makers, researchers and practitioners).

2) links to articles and think-pieces discussing the many implications of changing digital skills needs on TVET provision:

2 webinars were held on the topic:

The database will be expanded to include digital strategies developed at continental, national and regional level, and occupational digital competence frameworks. Please check back regularly!

Professional Development Framework for Digital Learning

This framework provides guidelines for the professional development of educators. The main aim of the framework is to: define professional development for digital learning in an education system that seeks to improve access, quality, equity, redress and efficiency.

GEOGRAPHICAL COVERAGE: Country

ORIGIN: South Africa 2019

PUBLISHER: Department of Basic Education, South Africa, 2019

BACKGROUND: The framework is positioned within national education goals and action plans (including the National Development Plan and the Department of Basic Education's goals), specifically to improve the professionalism, teaching skills, subject knowledge and computer literacy of teachers throughout their careers.

SUMMARY:

The South African Professional Development Framework for Digital Learning establishes a professional development guideline for digital competencies in teaching and learning. It focuses on delivering the technological, pedagogical and content knowledge among educators for them to be competent in modelling these knowledge areas into the learning activities. The framework takes a holistic approach to teachers utilising digital technology for:

- Professional growth activities

- Activities with a curriculum focus (to integrate digital tools and resources)

- Leadership in planning and implementing digital learning

Thirteen competencies are listed within these areas with indicators based on knowledge, skills and attitudes.

The resource is supplemented with an online self-assessment tool for teachers in order for them to understand their perceived digital learning competence, allowing educational administrative personnel to estimate needs for professional development.

ADDITIONAL INFORMATION: The framework emphasises the use of digital tools to become a more effective pedagogue as well as to enhance the learning process and learner outcomes.

TARGET GROUP(S): Teachers/trainers
