Central Institute for Vocational and Technical Education, Ministry of Education

UNEVOC Centre (National Body) since 1995

CIVTE is a national research institute specializing in the field of TVET. It was created in 1990 as an output of collaboration between the governments of China and Germany in the field of TVET. It is a public institution subordinated to Ministry of Education, P. R. China, with a consistent engagement in policy-making consultancy, coordinating curriculum development and relevant research programmes among Chinese TVET institutions and practitioners, conducting research on improving TVET teaching capacity and delivering TVET teachers training and leadership training programmes nationwide and etc.


Becoming a national think-tank on TVET development and promoting research-based policy-making.


To undertake high quality policy consultancy, conducting high level comparative research on TVET, establishing national and international cooperation platforms, and coordinating provincial and local TVET research organizations in terms of undertaking national survey and research projects.

Regular tasks

  • Organizing and coordinating nation-wide TVET scientific research;
  • Undertaking research on TVET and lifelong learning;
  • Developing national standards of TVET courses, designing teaching guidelines and developing criteria for TVET syllabuses and curricula;
  • Conducting national supervision and evaluation on the quality of TVET programmes;
  • Developing and promoting TVET teaching materials;
  • Organising annual national skills competition among Chinese TVET learners;
  • Promoting domestic TVET development and communication with foreign TVET organizations.
