The State Employment Agency (SEA) is a governmental institution operating under the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan.
SEA organizes active employment measures, manages unemployment insurance funds, and engages in measures related to social protection of jobseekers and unemployed persons. It monitors compliance with the requirements of Azerbaijan’s "On Employment" policy, as well as analyzes the labor market together with relevant state bodies.
SEA’s main strategic goals are to enhance the population's employment, provide support for decent jobs, boost the productivity of employment, and support full employment. The main priorities of SEA are to organize vocational trainings and improve the skills and competencies of unemployed citizens.
While performing its duties, the Agency interacts with state and local self-government bodies, trade unions, international and non-governmental organizations, and other related entities. The main mission of SEA is to increase employment opportunities by contributing to the development of professional skills and vocational education. This is achieved by developing “citizen oriented” policies in order to:
• reduce the long-term unemployment and ensure employment and decent jobs
• formalize effective measures to deal with unemployment
• reconcile the supply and demand of the labour force by determining the labour market’s requirements
• provide temporary financial support to unemployed persons
• develop and ensure the implementation of employment directed activities within the framework of social dialogue.
The main objective of the SEA is to ensure the employment of Azerbaijan citizens.
