The National Directorate for Professional Technical Education

UNEVOC Centre (Ministry) since 1998

The National Diractorate for Professional Technical Education, (DINET) is under the Ministry of Science and Technology, High Education and Professional Training (MCTESTP).

DINET is responsible for Professional Technical Education (PTE) all over the country. Its mission is to ensure the citizens' access to a scientific technical background to respond to the necessities of economic and social development of Mozambique.

In Mozambique, Professional Technical Education consists of two levels: the basic end medium levels. The duration of the courses varies from three to four years, according to the area on the field and level.

The majority of Technical and Vocational Schools are Government institutions managed by the Ministry of Science Technology and Professional Education or the Ministry of Labor and Social Security, there are other government departments and parastatals that maintain their own training facilities.

Within the MCTESTP, technical education is vested in the authority of National Directorate for Technical Education (DINET). DINET´s responsibilities include policy, material development and curriculum design and revision. DINET is also responsible for managing more than 100 technical and vocational skills.

In an attempt to bridge the skill gap, the former (new government took power in January 2020) Ministry of Education held discussion with national companies’ representatives and interested public and private entities. The discussion culminated in approval of the Professional Technical Education Strategy (PTES) which was adopted by the council of Ministers.

In 2006 the Government of Mozambique launched the Integrated Professional Technical Education Reform with the aim to change the situation characterized by limited access of citizens, low efficiency, low effectiveness and weak relevance of the sub-system. The new approach is labor market oriented based on Competence Based Training curriculum.


The Professional Technical Education Strategy argues that Technical Education has a mission to provide citizen with a guaranteed access to a qualified technical scientific training to respond to the economic and social development needs.


The DINET vision is to develop and transform the PTE into a subsystem that is:

  • Flexible, articulated, innovator, dynamic, autonomous and sustainable;
  • Recognized, valued and co-participated (government, private sector, civil society and families);
  • With the capacity of adaptation and response to changes registered in the formal and informal work market;
  • Implementing a net of prestigious institutions, autonomous and equity distributed in the country;
  • Accessible to a number of citizens with school age and adults with more gender balance;
  • Offering flexible training programs which promote professional competences, relevant and the desire of learning along life, it prepares the individuals to the world of life (employment and self employment) and to general aspects of life;
  • Contribute for the development of human resources in Mozambique and, following, for the increase of the levels of productivity and of costs of different economic and social sectors.
  • Has an assessment system and appropriate certification and corresponds to the national, regional and international standards.
  • Creation of vocational training opportunities through short course (formal or non-formal)

The objectives are to address challenges with regards to:

  • Expansion of access and equity - increase access to opportunities of professional technical education to an increasing number of citizens and reduce geographical disparities and of gender;
  • Relevance and quality of training - develop a flexible and articulated PTE, which guarantees the technical scientific training of quality, oriented for the work market, considering the possibility of prosecution of studies;
  • Legal frame, normative and institutional - establish a legal frame, normative and institutional appropriate for the administration and management of PTE, through the creation of mechanism of collaboration and participation of social partners in the decision-making regarding the development of the sub-system.

Regular tasks

  • Assisting TVET institutions in implementing the ongoing Professional Technical Education reform through Assisting Committees;
  • Monitor the TVET institutions on the teaching and learning process;
  • Participate in curriculum design and qualification standards development;
  • Prepare workshops on the issue related to pedagogical performance improvement;
  • Participate on establishment and management of Community Competences Development Centres;
  • Collaborating on preparation of annual TVET institutions directors and practitioners meeting, called (ENDET´s).
