The National Diractorate for Professional Technical Education, (DINET) is under the Ministry of Science and Technology, High Education and Professional Training (MCTESTP).

DINET is responsible for Professional Technical Education (PTE) all over the country. Its mission is to ensure the citizens' access to a scientific technical background to respond to the necessities of economic and social development of Mozambique.

In Mozambique, Professional Technical Education consists of two levels: the basic end medium levels. The duration of the courses varies from three to four years, according to the area on the field and level.

The majority of Technical and Vocational Schools are Government institutions managed by the Ministry of Science Technology and Professional Education or the Ministry of Labor and Social Security, there are other government departments and parastatals that maintain their own training facilities.

Within the MCTESTP, technical education is vested in the authority of National Directorate for Technical Education (DINET). DINET´s responsibilities include policy, material development and curriculum design and revision. DINET is also responsible for managing more than 100 technical and vocational skills.

In an attempt to bridge the skill gap, the former (new government took power in January 2020) Ministry of Education held discussion with national companies’ representatives and interested public and private entities. The discussion culminated in approval of the Professional Technical Education Strategy (PTES) which was adopted by the council of Ministers.

In 2006 the Government of Mozambique launched the Integrated Professional Technical Education Reform with the aim to change the situation characterized by limited access of citizens, low efficiency, low effectiveness and weak relevance of the sub-system. The new approach is labor market oriented based on Competence Based Training curriculum.
