National Board For Technical & Vocational Education
(NBTVE)

UNEVOC Centre (National Body) since 1999

NBTVE is responsible for all public (government funded) technical and vocational education institutes (18 technical colleges, 111 higher technical institutes, 382 intermediate vocational institutes) across the country.


Mission

Vision is to create a human database equipped with skills required to assist in the development programmes in the country.

Mission is to qualify, train and prepare human capital to enable them to participate in the sustainable economic and social development, and make a true impact towards a better future for all.

The overall objective is to develop technical and vocational education system in Libya.



Objectives

  • Apply the rational system of government in all technical and vocational education and the adoption of systems of institutions and mechanisms of monitoring and evaluation to ensure the actual application and modify the appropriate paths;
  • Build operations effective partnership between all the relevant technical and vocational education parties through the establishment of boards of specialized skills in different economic sectors and contribute to the modernization and development of local technical and technical education programs;
  • Conveniently technical and vocational education programs to the needs of current and future professions and skills of the labor market, with the ability to respond to the disciplines of the conflicting change;
  • Support and guide scientific research towards the development of technical and vocational education and allocate budgets to do so by the government and regional and international organizations and bodies;
  • Develop mechanisms to identify current and future needs of skills, so as to ensure the sustainability of harmonizing technical and vocational education programs with the labor market requirements;
  • Support the technical and vocational education as an essential tool for lifelong learning, and recognition of technical and professional qualifications, including training qualifications;
  • Involve local and foreign investors in the development of technical and vocational education and support constructive competition through appropriate investment climate to provide;
  • Institutional stability of the administrative system responsible for technical and vocational education;
  • Development of Technical and Vocational Education Institutions through the preparation and development of curricula and programs of education and training in accordance with the requirements of the approved quality, and the development of new disciplines and specialties freeze list based on indicators of unemployment and job seekers, as well as professions occupied by non-Libyans;
  • Employ various media to spread community awareness about the importance and role of technical and vocational education in the social and economic development and to encourage involvement in this type of education;
  • Improve infrastructure of technical and vocational education by stimulating environment for the development of absorptive capacity in quantity and quality;
  • Promote equal access to technical and vocational education opportunities for all without distinction with interest for people with special and underprivileged;
  • Establish specialized skills councils sectors of tourism, hospitality and construction and infrastructure to contribute to the modernization and development of technical and vocational education programs;
  • Convert Higher Technical Institutes to become outstanding Technical Colleges accordance with the rules and principles adopted;
  • Restructure of Higher Technical Institutes to be better able to contribute to the implementation of the strategy for technical education and vocational training in Libya;
  • Restructure of medium vocational institutes to be more responsive to the needs of the Libyan labor market, especially as it spread over most cities in Libya.


Regular tasks

  • Coordinate with Ministry of Education (MoE) and other bodies related to TVE;
  • Follow up of all institutes through their departments within the board;
  • Coordinate with Ministry of Finance in relation to budgets for NBTVE and institutes;
  • Coordinate with international and regional organizations related to TVET activities;
  • Participate in education development programmes organized and supported by MoE;
  • Coordinate development programmes such as curriculum development within the board and social partners.
