Technical Secretary of the National Vocational Qualifications System

UNEVOC Centre (National Body) since 1994

The Technical Secretary of the National Qualifications and Vocational Training System is going thru a process of reorganization in which the National Qualifications and Vocational Training System (Sistema Nacional de Cualificaciones y Capacitación Profesional, SNCCP, in spanish) is being executed. This Secretary will be in charge of updating and polishing the National Catalogue of Qualifications. Additionally, the implementation of policy and development of networks within the private and public sectors of economy is a priority and one of the very first tasks in this new period of operation.


Mission

To promote and facilitate high quality vocational education and training, working along with other sectors, to educate the country’s human resource through the design and execution of competence based actions, assuring the offer’s relevance to improve the production levels, productivity, quality and employability. Complementary, to boost the economic and social inclusion for priority groups through the strengthening of their capabilities and knowledge, as a mean for social and economic development. / To be an autonomous and technical body which constantly leads the development of an education culture in Ecuador, focusing on the human resources and the growth of productivity through qualifications, as a role model for Latin America.


Objectives

  • To reduce the gap of people who can’t get vocational education and training, to support the employability of Ecuadorian labor and promote the growth of productivity and competitiveness for contributing to the improvement of the productive and energetic matrix in Ecuador.
  • To increase the quality and relevance of the training processes throughout life to contribute to the productive diversification, increase the access to technology, and improve exports and selectiveness of imports.
  • To promote the development of human resources.
  • To improve the use of economic resources.
  • To increase the operational efficiency of industries.

Regular tasks

  • To compile information about the tasks required to perform a specific activity in order to build qualifications.
To receive and qualify applications from potential Vocational Trainers and Educators.

  • To keep the National Catalogue of Qualifications organized, updated and evaluate the relevance of its qualifications.
  • To maintain constant dialogues with representatives from different economic sectors, public and private, to improve the National Qualifications and Vocational Training System.

TVET as a mean for achieving sustainable development: andean and local approach
SETEC (a UNEVOC Centre), the Coordinating Ministry of Knowledge and Human Resources of Ecuador, UNESCO's Office in Quito, Ecuador's UNESCO National Comission and UNESCO-UNEVOC hosted an event from 1-2 December in Quito to discuss TVET developments in the Andean region.
