From 3 to 5 August 2015, the Asia-Pacific Conference on Education and Training (ACET) took place in Kuala Lumpur, Malaysia. Hosted by UNESCO and the Ministry of Education and Ministry of Higher Education on behalf of the Government of Malaysia, the conference stimulated policy debate and dialogue on a number of topics including ICT in TVET, partnerships and greening TVET. It followed up the recommendations of the Shanghai Consensus of the 3rd International Congress on TVET held in China in 2012.
One of the key outcomes of the conference was the adoption of the Kuala Lumpur Declaration
on Quality Education and Skills Development for Sustainable Future. The Declaration presents a transformative vision of TVET in the region and highlights the potential of TVET to contribute towards achieving the Sustainable Development Goals. In this regard, Member States called upon the UNEVOC Network to support and function as an active platform for peer learning, knowledge production and dissemination, and experience and promising practice sharing. UNESCO’s Assistant Director General for Education, Mr Qian Tang, addressed Ministers and conference delegates from 26 Asia-Pacific countries stressing the need to make TVET a priority within their national agendas and transform TVET to maximize its potential to stimulate innovation and support vibrant societies.
On 3 August, UNESCO-UNEVOC organized a session on TVET and Skills, focusing on the way TVET institutions in the Asia-Pacific region are responding to the challenge of incorporating green skills in education and training curriculum. Chaired by Shyamal Majumdar, Head of UNESCO-UNEVOC, and facilitated by Kenneth Barrientos, Programme Officer of UNESCO-UNEVOC, the session engaged approximately 90 participants and was instrumental in stimulating policy debate on Greening TVET, exploring the potential of the UNEVOC Network to pioneer capacity development actions and introducing a methodological approach to integrating green skills in TVET programmes.
The preliminary findings of UNEVOC’s research project on greening TVET were shared. The project involved UNEVOC Centres from a number of Asia-Pacific countries and discusses green skills development in the construction and agricultural sectors. The final reports of the research project will be made available soon.
As well as chairing UNEVOC’s session, Mr. Majumdar was also involved in a session organized by the Regional Association for Vocational Teacher Education (RAVTE) on TVET Networks and the role of international and regional networks in contributing to national TVET development. As the largest global network of TVET providers and institutions, the UNEVOC Network was taken as one of the case studies.
The UNEVOC Centres from the Asia and the Pacific region participating in ACET met on 6 August to discuss TVET developments and possibilities for cooperation and synergies. Co-hosted by one of the UNEVOC Centres in Malaysia, the Department of Polytechnic Education in the Ministry of Education, the Network meeting discussed capacity development opportunities in and around the network, UNEVOC’s collaborative projects and future UNEVOC Centre activities in light of the action-oriented recommendations presented in the Kuala Lumpur Declaration.
