The Asian Development Bank
(ADB), in partnership with the Hong Kong Institute of Education, has undertaken a regional policy research study on the responsiveness of skills development to the needs of greening economies. The outcome of the study was presented at the Fourth Annual International Skills Development Forum on 10-11 December 2014, which covered the survey findings of TVET institutions and the skills demand and priorities of business. The countries that participated in the study are India, Indonesia, Sri Lanka and Vietnam.
The Forum was opened by Mr Bindu Lohani, Vice President of Knowledge Management and Sustainable Development of ADB, and Mr Badullage Wijayaratne, Secretary of the Ministry of Youth Affairs and Skills Development, Sri Lanka, who briefed on Sri Lanka’s Haritha Lanka or Green Lanka programme that mainstreams environmental concerns into national planning.
The Forum brought together ADB's stakeholders. This included representatives from UNESCO-UNEVOC and three UNEVOC Centres: the Hong Kong Institute of Education, the Korea Research Institute for Vocational Education and Training (KRIVET) and the Philippines' Technical Education and Skills Development Authority (TESDA). It gave opportunity for capacity building for the UNEVOC Centres to learn from the major findings of the research, and to stimulate translating the approach, methodology and recommendations of the research into greening TVET and skills initiatives.
Shyamal Majumdar, Head of UNESCO-UNEVOC, interacted with the other key panelists on the importance of green skills and their implications for the future. He proposed a whole-institutional model for framing the response of TVET to preparing the workforce for green jobs. Mr Majumdar also took part in the ideas marketplace that aimed to collect big ideas on skills for sustainability.
In an opportunity to extend the discussions and foster collaboration with other networks, the National Institute for Vocational Training (NIVT) Vietnam, Plan International Thailand, the Asia Society for Social Improvement and Sustainable Transformation (ASSIST) Philippines and the United Nations University's Network of Regional Centres of Expertise (RCE) on Education for Sustainable Development engaged in an exclusive discussion organized by UNESCO-UNEVOC with its UNEVOC Centres on 12 December 2014. The meeting provided an opportunity to conceptualize an analytical study to be undertaken in 2015.
