Jointly organized by the UNESCO-UNEVOC International Centre for TVET and UNESCO’s International Institute for Educational Planning (IIEP-Pôle de Dakar), the UNEVOC TVET Leadership Programme aims to help those in change agent positions become transformative leaders within their local TVET sectors.
TVET continues to be a priority on Member States’ agendas. Sustainable Development Goal 4 of the 2030 Agenda for Sustainable Development specifically calls on Member States to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. In the majority of African countries, the total enrolment rate in TVET at the formal secondary level is 5 percent or less (UNESCO Dakar). The African Union has tried to revitalize the sector by making TVET one of the eight priority areas in its Second Decade of Education for Africa (2006-2015) and more recently in its Continental Education Strategy for Africa 2016-2025.
While the vision and commitments at policy level are there, transformation still depends on people on the ground. The UNEVOC TVET Leadership Programme provides an excellent opportunity for institutional leaders to drive change in their institutions, localities, nations, and regions. Experiences from previous global and regional UNEVOC TVET Leadership Programmes show that those who have the vision, knowledge, and skills are more empowered to take strategic decisions.
This programme gives participants the opportunity to discuss with experts on a number of areas, including regional strategic frameworks and policies for TVET, gender equality, greening TVET, work-based learning, financing, and the validation of prior learning. In addition to presentations, the sessions also put a focus on interaction and group work. For example, when discussing Public-Private Partnerships (PPPs), participants will have a chance to go to the Terrou Bi Hotel, where the Manager will present the hotel’s Apprenticeship Programme and discuss how the TVET sector could be further improved by fostering partnerships with private sector entities.
At the conclusion of the UNEVOC TVET Leadership Programme for West, North and Central Africa, participants are expected to join the network of former programme participants who have taken active leadership roles in their institutions and countries. They are a vital resource to successfully drive TVET developments forward and contribute to the attainment of their institutional and regional goals.
