Equal opportunity

The principle and practice whereby learning programmes comprising common learning outcomes are provided which can be reached at different rates, by learners with specialised education needs, by adults, and by children, both inside and outside mainstream education and training.

The general principle of equal opportunities contains two key elements: one is the ban on discrimination on grounds of nationality, and the other is equality for men and women. It is intended to apply to all fields, particularly economic, social, cultural and family life.
