Low-qualified person

In the European Union, individual whose level of education or training attainment is lower than upper secondary (EQF levels 3 or 4).

Comment

  • Standard level below which an individual is considered as low-skilled depends, for example, on general level of education in a society, or on level of qualifications within an occupation;
  • actual level of qualification of an individual includes non-formal learning outcomes acquired through continuing training, retraining/reskilling, upskilling, work experience, or personal development.

Having qualifications at level 1 of the European qualifications framework (EQF) for lifelong learning, that is: basic general knowledge, basic skills required to carry out simple tasks, and competence to work or study under direct supervision in a structured context.
