Der UNESCO-Bericht "Learning: the treasure within" ist 1996 erschienen. 1997 hat die Deutsche UNESCO-Kommission (DUK) die deutsche Ausgabe unter dem Titel "Lernfähigkeit: Unser verborgener Reichtum" herausgegeben. Der Bericht ist das Ergebnis weltweiter Analysen und dreijähriger Beratungen der Internationalen Kommission "Bildung für das 21. Jahrhundert" mit Lehrern, Forschern, Studenten, Regierungsvertretern und Nichtregierungsorganisationen. Die UNESCO hat diese unabhängige Kommission unter Vorsitz des ehemaligen Präsidenten der EU-Kommission, Jacques Delors, 1993 ins Leben gerufen.
