Guide to the Analysis and Use of Household Survey and Census Education Data

This guide is intended for staff in the Ministry of Education (MOE) and others who work with education indicators, including education trainers and planners, education researchers, staff from national statistics offices responsible for conducting large-scale household surveys and census operations, and international agencies involved in education issues. The guide may also be useful to staff from ministries of education and the organizations that collaborate in survey design and data analysis in the framework of census and household surveys.

Specifically, this guide intends to provide an overview of household-level education data that are available for various sources and to describe their usefulness; to provide guidance on the analysis and presentation of descriptive data so that they are most useful to ministries of education and to policy-makers; and to contribute to the standardization of indicators and calculation methods based on household-level education data.
