This are the Conference Proceedings of the conference held in Melbourne, Australia, from 11-15 November 1996. Participants from some 20 countries from the Asia/Pacific Region, from Africa and from Europe attended. The report includes conference papers, guidelines for policy framework development for TVE in the Asia/Pacific Region, and resolutions.
