Africa is the continent with the highest number of French-speaking people, the language is spoken in almost half of all African countries. UNESCO-UNEVOC thus decided to hold a joint workshop with IIEP UNESCO’s PEFOP (Platform of Expertise in Vocational Training) in French with two main goals: Strengthening the UNEVOC Network in Francophone Africa (and particularly in the West African cluster) and discussing innovation in TVET.
The meeting held from 14-16 December 2016 brought together 25 TVET experts, some of them representing regional networks such as FAR (Formation Agricole et Rurale/Network for Agricultural training) and RAFPRO (Réseau Africain des Institutions et Fonds de Formation Professionnelle/Network of funds for TVET in Africa). Seven UNEVOC Centres were represented. The first part of the workshop talked about networking and the basis on which UNESCO convened the meeting. Hélène Guiol from UNESCO Headquarters presented the new UNESCO Strategy for TVET (2016-2021) and the priority areas of action in line with the new Sustainable Development Goals. UNESCO-UNEVOC’s Jean Hautier presented possibilities to use tools and resources available to the UNEVOC Network. Discussions highlighted the need for increased knowledge sharing and the better use of existing platforms like the UNESCO-UNEVOC TVeT Forum. UNEVOC Centres pledged to ensure a stronger connection with the UNEVOC Network as a basis for joint activities in areas such as Greening TVET and development of leadership capacity.
The key thematic focus was on innovation in TVET. This part of the programme was moderated by PEFOP Manager Naceur Chraiti. PEFOP is a unit within IIEP-UNESCO’s Pôle de Dakar, and it has identified innovation as a key factor in its endeavour to support the overhaul of vocational training policies in Africa. The unit plans to launch a Call for Proposals on innovative TVET projects. In the workshop, UNEVOC presented its Promising Practices initiative, in which innovation is one key criterion. The lively discussions aimed at defining innovation and determining criteria for its evaluation when it comes to the selection of respective projects.
Pôle de Dakar is a part of the International Institute for Educational Planning (IIEP – UNESCO). Founded in 2001, it is a platform for expertise in education policy analysis. The Pôle works with ministries in charge of education and offers technical expertise to all African countries. It focuses on development of effective and equitable education policies in Africa.
The UNEVOC Network in Africa represents 67 Centres (Training centres, Universities, Research Centres, Ministries, National TVET bodies) which are present in 40 countries within the region. The following Centres participated in the meeting in Dakar:
