UNEVOC Network members present innovative uses of ICT in TVET

Global Skills Marketplace at WorldSkills Leipzig

Improving access and quality of vocational training through the innovative use of information and communication technology (ICT). This is the aim of TVET projects implemented by three UNEVOC Centres from Brazil, the Philippines and Germany that were presented in a session called “Promising Practices from UNESCO’s global UNEVOC Network”.

In a session chaired by Max Ehlers of the UNESCO-UNEVOC International Centre, three promising practices were presented from countries at different stages of development. Sonia Ana Charchut Lesczcinski from the University of Paranà reported on a project that is currently being started in Brazil, where tablet computers are used as a way to communicate with students in remote areas due to the low cost and availability of such media.

Atty Teodoro Pascua from TESDA in the Philippines shared TESDA’s vision for ICT. The goal of the “National Technical Education and Skills Development Plan (NTESDP) 2011-2016” is to integrate ICT into TVET in order to make it “more accessible, increase quality and improve the teaching and learning process.” Pascua presented the eTESDA network that provides blended learning as an additional mode of delivery for TVET programs. The aim of the TESDA Online Program is to transform classrooms from a tradition learning environment to a technology enabled learning environment. Right now, there are 9 courses available, in areas which are in demand in the Philippines, in areas such as Information Technology, Tourism, and Electronics. Pascua reported also on the challenges in developing high-quality multimedia content and the plans for expanding the program in the next 2 years not only in terms of quantity and reach, but also by introducing and expanding practice and certification modules. Launched in May 2012, the free and open program already has an impressive number of users, not only from the Philippines.

Finally, Michael Härtel from the Federal Institute for Vocational Education and Training (BIBB), presented a German online knowledge sharing tool for Teachers and Trainers in VET. The portal which is publicly accessible at http://foraus.de/ (in German only) is a well established platform that was started in 2001. It now has 12,000 registered members.

In a second session also chaired by Max Ehlers, Johannes Fleischle from GIZ Magdeburg (which is one of three member organizations of the joint German UNEVOC Centre “TVET for Sustainable Development") presented an example of North-South-South cooperation, together with Bakti Gunawan (P4TK), Hardianto (STTT), and Khamnothammackak Vixayher (IVETS). They participate in the GIZ International Leadership Training (ILT) Program Master Trainer in TVET for young professionals from Vietnam, Indonesia and Laos. The session was called “Global Campus 21 as an effective digital tool for online learning” and showed how the digital learning platform effectively supports learning in the region.
