YEM Project in Algeria

Skills Forecasting & Assessment

  • Increase further the involvement of enterprises in the governance of TVET in order to reduce the skills gap.
  • The need to review the nomenclature used by different organisations for the elaboration of evaluation studies.
  • The need to create synergies between different actors to better respond to labour market demands in terms of skills, and centralization of data collection at the national level.
  • Developing mechanisms and tools for harmonisation of processes for anticipation and assessment of labour market demands and on creating synergies for developing relevant programmes.
  • Specific sector case studies will be adopted initially with a subsequent inclusion of other sectors.
  • Augmentation of skills forecasting exercise conducted under the NET-MED Youth project, and the development of prospective scenarios to ascertain the skills gap between graduates of training programmes and the labour market needs.

Digital Skills Development

  • Mainstreaming digital skills in TVET programmes
  • Develop appropriate resources like regional guidelines to reinforce capacities for better implementation of this component.

Work-based Learning

  • Improve career guidance and counselling systems;
  • Expand workplace learning opportunities to facilitate school to work transition;
  • Diversify monitoring tools for labour markets to ensure easy adaptation of training programmes to the changing labour market needs;
  • Promoting subnational initiatives in promoting youth employment through TVET;
  • Reinforcing work-based learning, particularly for girls and women, as it is a key priority areas of the VET strategy in Algeria.
  • Explore synergies with the EU-funded AFEQ (Adéquation -Formation - Emploi -Qualification) Programme, and identify opportunities for further collaboration in the area of work-based learning.

Regional Platform for Cooperation

  • Regular consultative foras - conferences and seminars, to facilitate exchange of experiences and good practices;
  • Linking the platforms with international organisations (UNESCO, OECD, IBRD) and with countries in Africa, Europe etc. to access relevant databases and experts;
  • Organizing capacity building to upgrade methodologies and indicators employed in skills assessment and anticipation models; - Participants consider that Algeria can bring to the regional dialogue its approaches to partnership with the employers’ associations and experience in work-based learning.

YEM Regional Workshop on Work-Based Learning 2019
Stakeholders representing industry, policy and training institutions from across six YEM Partner countries participated at the Regional Workshop on Work-Based Learning in Rabat. A Regional Report on WBL was also launched at this workshop, which provides a set of general findings and guidelines about how to advance the provision of WBL experiences for the youth in the YEM Countries and the broader Arab States.
