Global review of training funds

Spotlight on levy-schemes in 75 countries

The adoption in 2015 by the international community of the Global Agenda for Sustainable Development generated a renewed emphasis on technical and vocational education and training (TVET) as a key component to succeed today’s education challenges.

The diagnosis was clear: TVET will require a massive increase in resources to achieve the Sustainable Development Goal 4.

In recent years, many countries have taken up the challenge and created training funds to generate steady resources for TVET beyond allocations from government budgets and to bring together training and the world of work. Most of these training funds are levy-financed, meaning they are resourced by a levy on employers.

This global review identifies 75 countries operating such training funds in 2020, as well as other countries planning to establish them. It provides a comprehensive overview of how these schemes function, including governance, effectiveness, fund mobilization and experience as well as disbursement and allocation mechanism.

The review also offers a set of general recommendations intended to inform country, cross-country and regional discussions. The annex of the review contains summary tables of all training funds, as well as regional summary briefs.
