UNEVOC Centre (National Body) since 2018

The Vocational Education Training Partnership (VETP) is a membership-based NGO that was founded in 2013 by a group of collective development partners, including Oyu Tolgoi LLC, Millenium Challenge Account Mongolia (MCA-M), Deutsche Gesellschaft für Internation ale Zusammenarbeit (GIZ) GmbH and Swiss Agency for Development and Cooperation (SDC).

VETP supports the knowledge management and harmonization of development measures in the Mongolian technical vocational education and training (TVET) sector. This way, we aim to contribute to the sustainable development of an effective workforce that meets the needs of the Mongolian industry.

VETP works closely with the Government of Mongolia, private sector, development agencies, civil society and professional associations to identify and address development gaps in the Mongolian TVET sector.

To assist stakeholders in the making of sound policy and investment decisions, we offer free access to a web based information management system to all our members. In addition to this, we help clients to unfold their potentials by providing research and other consulting services through our pool of dedicated experts.


A coordinated collective of partners working together to produce an efficient, sustainable and demand driven TVET sector with a world class workforce.


1.Promotion of a “Common Agenda” for TVET partners to align action.

2.Enabling continuous communication between TVET partners to facilitate collaboration.

3.Promotion of mutually reinforcing activities between TVET partners to leverage each other’s investment and strengths.

4.Enabling shared measurement between TVET partners to maximize positive outcomes.

5.Providing an organization with dedicated staff to support the entire initiative as well as participating organizations and agencies.

Regular tasks

A key to our partnership’s effectiveness is a shared understanding of the problem and the areas that need to be focused on to make the most positive impact.

Our partners are committed to making an impact together under the guidance of shared measurement and a common agenda. Although they operate projects independently, continuous communication ensures knowledge is shared and existing expertise and investment is maximized.

After a series of consultations with relevant stakeholders, the Vocational Education, Training Policy Coordination Department of the Ministry of Labour finalized the ‘National TVET Strategy of Mongolia 2016-2021’ in the spring of 2016.

The TVET sector strategy serves as an umbrella for the coordination of development interventions in the sector. It is composed of the following pillars:

-Expanding Social Partnership and Increasing Reputation of the Sector

-Implementation of the National Qualification Framework

-Improving Quality Assurance, Organizational Management and Governance

-Strengthening Competency Based Training and Assessment

-Ensuring Sustainability of Human Resources, Management and Teacher’s Development in the Sector and Building Capacity

VETP identifies good practices in TVET in Mongolia
Since 1990, the Mongolian TVET system has undergone a series of reforms. VETP (Vocational Education, Training Partnership) as an independent NGO, has identified the good practices and lessons learnt, by reviewing the successfully implemented initiatives, strategies, and procedures.
