UNEVOC TVET Leadership Programme for the Caribbean: Transforming TVET for Sustainable Societies

The first UNEVOC Technical and Vocational Education and Training (TVET) Leadership Programme for the Caribbean took place in St. Lucia from 23-27 September 2019. Jointly organized by UNESCO-UNEVOC and the UNESCO Kingston Cluster Office for the Caribbean, in collaboration with the Government of Satin Lucia, the programme aims to assist leaders and managers in becoming change agents within the regional TVET ecosystem.

Twenty-five TVET leaders from sixteen countries, including UNEVOC Centres in Antigua, Barbados, Belize, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago, are attending the programme.

As economic, technological, and social developments evolve and diversify, skills requirements in the workplace and society have shifted to keep pace with growing labour market demands. In the Caribbean, as in other parts of the world, TVET systems are expected to adapt and innovate accordingly, and fulfil their role as key-contributors to the sustainable development of societies and economies. In order for TVET institutions to respond to the expectations, they must remain at the forefront of efforts to equip young people and adults with the skills needed for employment, decent work, and entrepreneurship. This entails modernizing TVET at national and institutional levels, with forward-thinking leaders to drive the process.

In the Caribbean, the role of TVET is emphasized in UNESCO’s Action Plan for Small Island Developing States (SIDS), which was unanimously adopted by Member States during the Organization’s Executive Board in April 2016. One of the priority areas in the Action Plan is the enhancement of SIDS’ capacities to achieve sustainable development through education and the reinforcement of human and institutional capacities.

The UNEVOC TVET Leadership Programme for the Caribbean brings together experts and participants in an engaging environment where thematic introductions are followed by practical exercises, intense group work, and interactive discussions. As part of the programme, participants will work on action plans, and return with sharpened vision, up-to-date knowledge and skills that are needed to drive change effectively in their institutions.

The programme will develop three key dimensions, which leaders in TVET need to combine to be effective:

  • Strategic knowledge (vision for change)
  • Thematic knowledge (knowledge for change), and
  • Leadership and Management skills (skills for change).

Reflections on previous UNEVOC TVET Leadership Programmes

Since 2016, 8 UNEVOC TVET Leadership Programmes have been held: 4 global programmes in Bonn (Germany) and 4 regional programmes in Harare (for Southern Africa), Panama (for Latin America), Dakar (for francophone Africa) and Bangkok (for Asia and the Pacific).

During the last four years, the UNEVOC TVET Leadership Programme has received consistently positive feedback from alumni. It has also inspired collaborative projects and formal partnerships among participating institutions, whilst increasing its alumni’s international exposure. In the current Caribbean programme, three previous alumni will serve as resource persons and deliver modules on Strategies for facilitating inclusion, Empowering at risk youth, and Leadership and change management.
