Centrul National de Dezvoltare a Invatamantului Profesional si Tehnic (NCTVETD)

UNEVOC Centre (National Body) since 2019

NCTVETD is a specialized body subordinated to the Ministry of National Education, a public institution with legal personality established by Government Decision no. 855 of November 26, 1998.


The NCTVETD was set up to pursue the reform of initial VET (VET) which began with the assistance of the European Union through the Phare VET program RO 9405. Through its subsequent amendments and completions, the institution has diversified its attributions in the development of all initial VET (vocational education and training.) areas.


NCTVETD is supporting the achievement of the strategic objectives of initial VET in Romania, aiming at:

  • responding to the requirements of a knowledge-based society
  • increasing employment and economic development
  • increasing the degree of economic and social cohesion
  • developing the exercise of democratic citizenship

Regular tasks

  • Proposes the principles of educational policy and development strategies for initial vocational training through the network of school units of initial VET, as well as the principles of correlating professional and specialized training in pre-university and university education;
  • Ensures the scientific coordination of innovation projects and the development of initial VET;
  • Ensures the scientific coordination and develops methodologies for the design, development, implementation and review of the curriculum for initial VET;
  • Ensures scientific coordination and develops methodologies for designing the vocational training assessment and certification system specific to initial VET;
  • Contributes to the scientific coordination and the elaboration of methodologies for the training of the teaching staff in initial VET;
  • Contributes to the correlation at the level of principles and methodologies of the initial and continuous training of the teaching staff in initial VET;
  • Ensures the development and functioning of the social partnership in initial VET at national, regional and local level;
  • Provides professional coordination and scientific advice to the national, regional and local authors and trainers in the initial VET network;
  • Provides scientific advice and coordination in planning the structures and resources for initial VET;
  • Develops methodologies for the quality assurance and monitoring of VET programmes
  • Coordinates the expansion and development of learning methods that develop the entrepreneurial skills of initial VET students;
  • Collaborates with other relevant institutions in order to correlate the design and development of vocational training standards, curriculum and evaluation, as well as resource planning for initial VET;
  • Supports the participation of VET schools in socio-economic development programs and projects at national, regional and local levels;
  • Ensures, at the request of the Ministry of Education, the control and monitoring of different initial VET components delivery at VET schools’ level.
