Apprenticeship

The term “apprenticeship” should be understood as a form of education and training that is governed by an apprenticeship agreement, that enables an apprentice to acquire the competencies required to work in an occupation through structured and remunerated or otherwise financially compensated training consisting of both on-the-job and off-the-job learning and that leads to a recognized qualification.

The Recommendation on high-quality apprenticeships is a labour standard which intends to meet the dynamic nature of the labour market and give people of all ages the chance to continuously develop their skills. In addition to providing a precise definition of apprenticeships, the guideline establishes aspirational benchmarks for high-quality apprenticeship programmes. It emphasises how crucial it is to safeguard trainees’ rights and ensure their welfare throughout the apprenticeship period.

Apprenticeships are understood as formal vocational education and training schemes that

a) combine learning in education or training institutions with substantial work-based learning in companies and other workplaces,

b) lead to nationally recognised qualifications,

c) are based on an agreement defining the rights and obligations of the apprentice, the employer and, where appropriate, the vocational education and training institution, and

d) with the apprentice being paid or otherwise compensated for the workbased component.

Apprenticeship:

leads to recognised qualifications;
is based on an agreement defining the rights and obligations of the apprentice, the employer and, where appropriate, the vocational education and training institution; and
with the apprentice being paid or otherwise compensated for the work-based component;
in French, the term ‘apprentissage’ relates to both apprenticeship and the process of learning;
the German dual system (duale Ausbildung) is an example of apprenticeship.

This multilingual glossary (provided in a multitude of European languages) defines a selection of key terms used in European education and training policy. It is a revised and expanded version of the “Terminology of European education and training policy – A selection of 130 key terms” (2014). It considers new priorities of European Union policy, mainly concerning skills intelligence and employment. New definitions have been developed in collaboration with the experts of Cedefop’s departments VET and Skills and VET and Qualifications.

A formal, structured programmed of vocational preparation, sponsored by an employer, that juxtaposes part-time off-the-job instruction with on-the-job training and work experience, leads to a recognized vocational qualification at craft or higher levels, and takes at least two years to complete.

This standard glossary of terms defines and clarifies the core terminology relating to the development and implementation of the South African National Qualifications Framework (NQF).
As a direct result of the many changes in the education and training landscape between 1995 and 2013, a wide range of terminology and definitions have emerged, often causing confusion and leading to ambiguity in the system. This glossary has been developed to bring consistency to the use of terminology in the broader education and training context, including legislation, policy and everyday usage by the public.
