Direct transfers to employers with the aim of co-financing costs to promote training and retraining by supporting work-based learning, apprenticeships and internships, and encouraging the training of disadvantaged employees. Public subsidies frequently have the purpose of increasing the intake of apprentices or boosting access of low-skilled employees to formal training. Grants cover training and related costs and can be financed through general taxation, employer training levies, unemployment benefit schemes or other social protection schemes.
