Digital competence frameworks for teachers, learners and citizens

These pages are dedicated to defining and discussing the digital knowledge, skills and attitudes viewed as inherent to being digitally 'competent'. There are two main components to this work:

1) a database of digital competence frameworks. This database provides a global reference point for information on how digital competencies are being defined for citizens, learners and educators through the use of competence frameworks. The content is relevant to all types of UNEVOC Network members (national and international policy-makers, researchers and practitioners).

Digital Media Literacy Framework for Canadian Schools: Use, Understand and Engage

The USE, UNDERSTAND & ENGAGE framework provides a road map for teaching the necessary skills in Canadian schools, to enable young students to be able to critically, effectively and responsibly access, use, understand and engage with media of all kinds.

BACKGROUND: This framework was developed in 2012, but the resources for teachers have been updated regularly since then. The framework was made possible through financial contributions from the Canadian Internet Registration Authority through the Canadian Community Investment Program.

SUMMARY:

The framework draws on nine key aspects of digital media literacy and provides teachers with supporting lessons and interactive resources that are linked to curriculum outcomes for every province and territory. The nine key aspects are:

1) reading media;

2) media representation;

3) ethics and empathy;

4) privacy and security;

5) community engagement;

6) media health;

7) consumer awareness;

8) finding and verifying;

9) making and remixing.

The framework targets students in different grades: K to 3, 4 to 6, 7 to 8 and 9 to 12.

ADDITIONAL INFORMATION: The supporting lessons and interactive resources linked to curriculum outcomes are available for every Canadian province and territory.
