Digital competence frameworks for teachers, learners and citizens

These pages are dedicated to defining and discussing the digital knowledge, skills and attitudes viewed as inherent to being digitally 'competent'. There are two main components to this work:

1) a database of digital competence frameworks. This database provides a global reference point for information on how digital competencies are being defined for citizens, learners and educators through the use of competence frameworks. The content is relevant to all types of UNEVOC Network members (national and international policy-makers, researchers and practitioners).

Artificial Intelligence and Digital Transformation Competencies for Civil Servants

The framework promotes the use of AI and emerging technologies.  The basis of the framework  is the understanding that civil servants impact heavily on countries' AI and digital transformation.

BACKGROUND: The framework identifies the main competencies for Artificial Intelligence (AI) and digital transformation for the public sector. These competencies are applicable for international, regional and national organisations for capacity development. The framework's focus on civil servants means that enabling frameworks can be developed, which anticipate technological trends and mitigate related ethical and human rights risks.

SUMMARY:

The framework addresses the complementary attitudes that underpin effective digital transformation: Trust, Creativity, Adaptability, Curiosity, Experimentation. It covers the three major competency areas:

1) digital planning and design,

2) data use and governance,

3) digital management and execution.

The framework identifies and unpacks major AI elements which apply to all civil servants regardless of their leadership role. These are presented at the three proficiency levels of Basic, Medium, and Advanced.

ADDITIONAL INFORMATION: Regardless of the leadership role of the civil servant, the framework structure allows them, where appropriate, to coach their fellow workers.
