Digital competence frameworks for teachers, learners and citizens

These pages are dedicated to defining and discussing the digital knowledge, skills and attitudes viewed as inherent to being digitally 'competent'. There are two main components to this work:

1) a database of digital competence frameworks. This database provides a global reference point for information on how digital competencies are being defined for citizens, learners and educators through the use of competence frameworks. The content is relevant to all types of UNEVOC Network members (national and international policy-makers, researchers and practitioners).

Developing mobile digital skills in low- and middle-income countries

Using mobile devices and the mobile data ecosystem, the framework aims to foster connectivity, especially in low and middle income countries.

BACKGROUND: Based on a common agenda for digitalisation, being able to interact with others and find information efficiently via the internet has become part of everyday life. Mobile technology brings with it social, commercial and economic potential. The extensive reach of mobile technology means that it is uniquely positioned to deliver services and information that support informed decisions and contribute to the economy. In low- and middle-income countries, people primarily connect to the internet through a mobile phone, especially women and those in regional communities.

SUMMARY:

The framework defines skills for effective and safe use of a mobile device and services, including the internet. It emphasises connectivity for good, for industry and services, and for outreach. Section 3 presents a framework that maps key digital competency and proficiency levels, including set up and configuration, information management, digital communication, safety and security, problem solving. The levels covered are entry, experienced and specialist.

ADDITIONAL INFORMATION: The resource and its framework are relevant for any organisation in addressing the mobile digital skills barrier and so supporting under-served populations.
