Digital competence frameworks for teachers, learners and citizens

These pages are dedicated to defining and discussing the digital knowledge, skills and attitudes viewed as inherent to being digitally 'competent'. There are two main components to this work:

1) a database of digital competence frameworks. This database provides a global reference point for information on how digital competencies are being defined for citizens, learners and educators through the use of competence frameworks. The content is relevant to all types of UNEVOC Network members (national and international policy-makers, researchers and practitioners).

Digital Competence Framework for Austria (DigComp 2.3AT)

The Austrian Framework is based on the European Reference Framework for Digital Competence (DigComp). The Framework serves to classify and compare digital skills and contributes to the discussion on the desirable knowledge and competences needed in the digital worlds of life and work.

BACKGROUND: The Framework is the Austrian version of the European DigComp2.1 model and outlines digital competence for citizens. It is in its 2nd iteration.

SUMMARY:

In the Framework, digital competence is outlined across six areas of:

1) Foundations, access and digital understanding;

2) Information and data literacy;

3) Communication, interaction and collaboration;

4) Digital content, creation, production and publication;

5) Safety and sustainable use of resources;

6) Problem-solving, innovation and continuous learning.

Each of these areas describe eight levels of competence: 1) Elementary FOUNDATION; (2) Solid FOUNDATION; (3) Solid INTERMEDIATE; (4) Upper INTERMEDIATE (5) Comprehensively ADVANCED; (6) In-depth ADVANCED; (7) Strategically HIGHLY SPECIALISED; (8) Innovatively HIGHLY SPECIALISED. Altogether, these form 27 competences that are functional and practical in nature.
